John Foley is the Chief Executive Officer and Chairman of the Board of Directors. With decades of experience in the Federal IT solutions market, John leads DSA's strategic direction as a 100% employee-owned ESOP company, with a focus on sustainable growth, operational excellence, scalability and long-term value creation for employee-owners. He is deeply engaged in shaping corporate strategy, capital allocation, governance, and innovation, including the responsible adoption of AI/ML, cybersecurity, and advanced digital solutions in support of defense and civilian agency missions. Known for his collaborative and steady leadership style, John emphasizes accountability, talent development, and a strong ownership culture to ensure DSA continues to deliver trusted, mission-critical solutions with integrity and purpose.

Prior to joining DSA, John served as Business Finance Officer at CIGNA Corporation and spent 15+ years at Lockheed Martin Information Systems and Global Services, holding various leadership roles. Earlier in his career, he also worked at eBay (Half.com) as a Senior Business Analyst focused on business intelligence. John has received numerous professional honors, including the 2018 Philadelphia Business Journal CFO of the Year, the 2015 SmartCEO Executive Management Award (CFO), and two Lockheed Martin NOVA Awards (the company's highest recognition) for excellence in M&A integration projects.

John holds a Bachelor of Arts in Communication and an MBA in Finance from Rutgers University. His executive education includes programs at Harvard Business School, Darden Business School, and the Lockheed Martin Executive Strategies Program.

As the Chief Operations Officer at DSA, Kathleen Kirk ensures operational excellence across a diverse range of solutions and services, including mission support, enterprise information technology, data science, and critical infrastructure protection. Her leadership supports DSA's extensive client base, which spans the Department of Defense, intelligence community, federal civilian agencies, state governments, and commercial sectors.

Kathleen is a recipient of the prestigious Brava Award, honoring leaders who blend an entrepreneurial spirit with a commitment to community service and demonstrate outstanding leadership both within their organizations and in the broader community. Additionally, she received the NE Maryland Technology Council Visionary Leader Award for her volunteer work that fosters the development of a STEM-educated workforce and promotes technological advancement and innovation. Kathleen actively leads, organizes, and volunteers at DSA TechCrew workshops, which aim to inspire middle school students to explore technology and its potential to shape their future careers.

Her contributions have been pivotal in projects that have received accolades such as the Army Knowledge Management Awards for Technology, Process, and Knowledge Management, the Government Information Technology Executive Council Award for Program Management Excellence, and the e-Gov Institute Knowledge Management Recognition Award for the successful implementation of innovative knowledge management practices.

Kathleen holds a Master of Business Administration from Pennsylvania State University and a Bachelor of Science in Information Systems from Drexel University. She is also a Certified Lean Six Sigma professional.

Robert Wheeler serves as DSA's Chief Technology and Innovation Officer (CTIO), leading the company's enterprise-wide technology strategy, AI and digital modernization agenda, and innovation portfolio. Robert drives the alignment of emerging technologies with DSA's strategic goals, advancing enterprise transformation and scalable innovation to help the organization adapt to rapid, overlapping changes and deliver greater value. He oversees DSA's AI and Digital Modernization initiatives, Technology Solutions & Engineering, IT Operations, and the CISO and Quality & Performance Excellence functions.

With more than 30 years of experience across program management, project leadership, and information technology, and extensive tenure delivering complex, large-scale Department of Defense (DoD) programs, including portfolios exceeding $100 million, Robert is recognized for operational excellence, mission impact, and technical innovation. His contributions have earned awards such as the Government Information Technology Executive Council Award for Program Management Excellence and multiple Army Knowledge Management Awards for Technology, Process, and Knowledge Management.

Robert joined DSA in 2015 as Vice President of Command Control Communications–Tactical Operations and later advanced to Senior Vice President for Department of Defense Programs before assuming the role of CTIO. Before joining DSA, he served as Chief Operating Officer (COO) at Symbolic Systems, Inc., where he played a pivotal role in driving substantial growth prior to DSA's acquisition of its Federal IT services practice in 2015.

Robert holds a bachelor's degree in business administration from Bloomsburg University and is a certified Project Management Professional (PMP) by the Project Management Institute (PMI).

Joseph Bartasius serves as Chief Growth Officer (CGO) at Data Systems Analysts, Inc. (DSA). As a member of the leadership team, he is dedicated to driving strategic vision and expanding and sustaining DSA's presence within Defense, Federal Civilian, Intel, and Critical Infrastructure Protection. He is responsible for mission execution with a commitment to excellence to enable our customers to achieve success with overall effectiveness and efficiencies.

Mr. Bartasius is responsible for all aspects of business growth including new business pipeline expansion, capture and proposal execution, on-contract growth, and engaging customer relationship management. He leads teams in business development, capture management, and growth strategy that focus on delivering industry leading win rates and above market organic growth.

Mr. Bartasius holds a Bachelor of Arts degree from Cabrini University with Cum Laude honors for academic excellence and attended the University of Pennsylvania for his graduate work in Organizational Management. He also holds an Associate degree in Business from the distinguished Valley Forge Military Academy and College. He received his Army commission through the ROTC (Distinguished Military Graduate) program as an Infantry officer. He serves as a Trustee of the Valley Forge Military Academy Foundation.

Mr. Bartasius is a lifetime member of the Disabled American Veterans, the Military Officers Association of America, and the Association of the United States Army. He is a 2016 Inductee in the United States Army Reserve Officer's Training Corps (ROTC) Hall of Fame.

In his capacity as Vice President of Finance & Accounting, Mike Emerle is responsible for the management and direction of all finance functions, including financial systems, accounting, government accounting, payroll accounting, pricing, cash management, financial planning and financial audits.

Prior to joining DSA in 2014, Mike was employed by Lockheed Martin and brings 15+ years of finance and accounting experience from across the Government Services industry spectrum, including expertise in:

Mike graduated from Rutgers University with a B.S. in Business Administration & Accounting and is a Certified Public Accountant.

Paul Shiffka is a forward-thinking leader skilled at streamlining tactical objectives through continuous process improvement. In his capacity as Vice President of Contracts and Procurement, Paul is responsible for the management and overall direction, efficiency, and effectiveness of the company's Contracts and Procurement Department.

Prior to joining DSA, Paul served as the Contracts Manager at L-3 Communications, Inc. While at L-3, Paul earned numerous awards, namely, the honor of being nominated and selected in the inaugural class for L-3's Corporate Contracts Leadership Development Program. Paul started his career as a Contracts Specialist at the Philadelphia Housing Authority.

Paul has a Bachelor of Business Administration in Legal Studies from Temple University and a Masters in Contract Management. Additional professional development includes membership in the National Contract Management Association (NCMA) as well as earning the distinctions of Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), and Certified Commercial Contracts Manager (CCCM).

Marie has over 25 years of experience in Human Resources within federal and commercial industries and 18 years leading HR departments. Her background includes providing strategic direction, guidance, and support for all HR issues in organizations through change and growth. Marie's team provides exceptional HR services and talent acquisition support for nationwide operational effectiveness at DSA. Marie joined Data Systems Analysts in 2009.

Marie has served on the Human Capital Committee for Bancroft in Haddonfield, NJ since 2013. She has previously served as a volunteer on her local government-planning committees and for the Veterans Assistance Transitions program. Marie dedicates her free time to her children's USA Swim Team Lower Moreland and the Nazareth Academy High School swim team.

Marie holds a B.S. in Education from Pennsylvania State University and attended graduate school at Drexel University and Rosemont College in Philadelphia.

John Somplasky is the DSA Chief Information Security Officer. In his role, John is responsible for all aspects of DSA's information security management system and cybersecurity program. John possesses broad and deep program management experience and technical knowledge combined with outstanding leadership and creative problem-solving skills in both strategic and technical areas.

John joined DSA in 2015 and concurrently serves as the Vice President of Quality and Performance Excellence. Collectively, John is responsible for the implementation, corporate institutionalization, and maintenance of DSA's ISO 9001, ISO 27001, CMMI-SVC and CMMI-DEV certifications. He supports Program Manager development and DSA's program assessments.

Prior to joining DSA, John spent 23 years at Lockheed Martin concluding as a Program Director. He has broad experience in systems engineering, software development, program management, and troubled program recovery. John also has commercial experience in the pharmaceutical, healthcare, and life sciences industries having served as a Director at First Consulting Group. John is a decorated U.S. Navy veteran, a former nuclear submarine officer, and a qualified Navy nuclear engineer officer.

John holds a Master of Science degree in Systems Engineering (MSE) from the University of Pennsylvania and a Bachelor of Science degree from the United States Naval Academy. He is a Certified Six Sigma Master Black Belt (CSSMBB).

Bill Jones serves as the Senior Vice President of Corporate Initiatives and Strategic Partnerships. In this role, Bill supports operational interests across all DSA business units, focusing on operational planning, strategic growth, partner relationships, and the transition of new business. As a strategic thinker and leader, Bill works with DSA customers in building innovative solutions that improve performance in all critical mission areas of the information technology spectrum.

Bill joined DSA in 1995 as a Lead Specialist Engineer and has held key positions to include Program Manager, Program Director, Senior Director, Vice President & General Manager, and Senior Vice President of DSA's Integrated Solutions Group where he managed a diverse portfolio of programs valued over $35M in support of Air Force, DISA, and COCOM programs. Bill has 49 years of experience in telecommunications, Information Technology, defense acquisition, and project management. He served for 20 years in the U.S. Army as a Communications and Electronics Officer where he held numerous tactical and strategic positions, both in the U.S and abroad. In his last assignment at the Defense Information Systems Agency (DISA), Bill was recognized as a subject matter expert in Pacific long haul terrestrial and satellite communications.

Bill is an advocate of the Armed Forces Communications Electronics Association (AFCEA) and currently serves on the Advisory Board of the Fort Belvoir AFCEA Chapter. He also served as the President of the Chapter, where under his leadership, the chapter awarded over $1.5 million in grants and scholarships.

Bill is the recipient of AFCEA's Leadership, Medal of Merit, Meritorious Service, and IDEA Hero Awards for his contributions to AFCEA, Industry, and Government supporting engagement between all communities. He is also a recipient of the Northeastern Maryland Technology Council's Innovator Award recognizing his commitment to developing a STEM-educated workforce and advancing innovation and technology. Bill holds a Bachelor of Science in Business and Computer Science from the University of Maryland and Master of Science degrees in Systems Technology focusing on Joint Command Control Operations from the Naval Postgraduate School and in Systems Engineering from George Mason University.

Mike Donovan is Senior Vice President of the Intelligence and Critical Infrastructure Protection business unit. He brings over 23 years of experience supporting many of DSA's longest standing customers. Mike manages programs that address mission requirements for the Intelligence Community to include cloud engineering, infrastructure modernization, platform engineering, DevSecOps, systems integration, and cyber security. He is also responsible for providing secure, critical infrastructure protection for Federal, State, and Commercial customers.

Mike's business unit supports customers including the U.S. Army G2 (Intelligence), U.S. Army Intelligence and Security Command (INSCOM) National Ground Intelligence Center (NGIC), U.S. Army Geospatial Intelligence (GEOINT) Battalion, U.S. Army Cyber Command (ARCYBER), U.S. Army Network Enterprise Technology Command (NETCOM), U.S. Army DEVCOM Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center, Deputy Assistant Secretary of the Army (Data, Engineering and Software) (DASA(DES)), Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)), Naval Facilities Command (NAVFAC), Nuclear Regulatory Commission (NRC), Illinois Emergency Management Agency (IEMA), National Aeronautics and Space Administration (NASA), Sandia National Laboratories, and numerous universities and medical campuses across the United States.

Mike joined DSA in 2001 as a Systems Engineer and has held positions as Program Manager, Program Director, Senior Director, and Vice President. Prior to joining DSA, Mike supported the development of Knowledge Management solutions for the Ballistic Missile Defense Organization (BMDO)/National Missile Defense (NMD) and various state and local governments with implementing software solutions to improve collaboration.

Mike holds a master's degree from the University of Virginia in Management of Information Technology (MS MIT) and a bachelor's degree in Business Administration from Ferrum College. In addition, he holds a Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Amy Fares is Senior Vice President of DSA's Federal Civilian and State (FC&S) business unit. Amy brings over 20 years of experience supporting government programs with the Department of Defense, Federal Civilian, and State and Local customers. Her team provides strategic IT planning and life-cycle management that includes systems engineering, agile development, cloud solutions, and cybersecurity support for the Department of Homeland Security (DHS), the Department of Justice (DOJ), the Environmental Protection Agency (EPA), Office of Management and Budget (OMB), the Commonwealth of Virginia, and the State of Maryland.

Amy joined DSA in 2017 as a Program Director for the JE-OPETS contract with the Joint Program Executive Office for Chemical and Biological Radiological Nuclear Defense (JPEO CBRND), and was promoted to Senior Director for Federal, Civilian and Joint DoD Programs, expanding her portfolio to include DSA's Federal Civilian programs.

Prior to joining DSA, Amy was the Vice President of Beacon Associates. She led a team of Program Managers supporting multi-million-dollar programs with the U.S. Department of Homeland Security (DHS), Department of State (DOS), Department of Health & Human Services (HHS) and NASA that included law enforcement training support, facilities management, organizational development, executive training, and administrative and programmatic support.

Amy holds a bachelor's degree from Johns Hopkins University in Business Management and a Project Management Professional (PMP) certification from the Project Management Institute (PMI). She is an active member of the American Council for Technology and Industry Advisory Council (ACT-IAC) and Armed Forces Communications and Electronics Association (AFCEA), organizations that promote collaboration and innovation between government and industry partners. Amy is a member of DSA's TechCrew, an enthusiastic group of volunteers that inspire middle and high school kids to explore the possibilities of technology to empower their future careers. She is also a proud recipient of the Northeastern Maryland Technology Council (NMTC) Visionary Leader Award, which recognizes volunteer efforts that contribute to building a STEM-educated workforce and advancing technology and innovation.

Dr. Eoin O'Driscoll is Vice President of Critical Infrastructure Protection (CIP) at DSA. The CIP group delivers end-to-end Operational Technology (OT) solutions that secure, modernize, and optimize complex environments across federal, DoD, civilian, higher-education, and energy-sector customers. CIP specializes in deploying and sustaining solutions that centralize high-fidelity, time-series data to improve resiliency, reliability, and situational awareness. This enterprise data aggregation work incorporates OT-IT cybersecurity, data modeling, and AI-driven optimization. The CIP group also specializes in Geospatial Information Systems (GIS) support focusing on data modeling (i.e. Spatial Data Standards for Facilities, Infrastructure and Environment) and improving data quality in support of our DoD customer missions. As Vice President of Critical Infrastructure Protection, Eoin continues to guide high-impact programs, mentor emerging leaders, architect resilient systems, and advance the company's long-term strategic objectives. His leadership helps ensure DSA remains a trusted partner in safeguarding and modernizing the essential systems that power institutions, communities, and national operations.

Eoin joined DSA in 2019 as a Principal Engineer working on programs supporting the University of Maryland and the Nuclear Regulatory Commission. Eoin has led CIP since its inception in 2020; he has been central to the group's growth and expansion across customers and support areas. CIP now provides monitoring and optimization support to commercial nuclear reactors, Defense installations, State universities, and district energy plants. In 2023, Eoin led the creation of WatchPost™, a brand designed to support the productization of our Smart Campus service offerings. Our first product, Geo WatchPost, was developed in 2024 before being released in 2025.

Prior to working at DSA, Eoin worked as a Senior Engineer at Siemens, an Energy Engineer at Johnson & Johnson, and an Operations Engineer working in the Guinness Powerhouse at St. James Gate, Dublin, Ireland. Eoin is a graduate of Trinity College Dublin, Ireland with a Mechanical Engineering PhD, a Bachelor of Science (Engineering with Management), and a Post Graduate Diploma (Statistics). Eoin is a licensed Professional Engineer (PE) in the Commonwealth of Virginia and an AEE Certified Energy Manager (CEM). He is a member of ASHRAE's Technical Committee 7.5 which focuses on Smart Building Systems. Eoin also serves as a reviewer for academic journals including Energy, Energy Policy, the Journal of Cleaner Production, and Energy & Buildings. Eoin is also the proud recipient of the AFCEA Top 40 under 40 Award (2022) and the Northeastern Maryland Technology Council (NMTC) Innovator Award (2022).

Chris Guyton is Vice President of Intelligence Programs at Data Systems Analysts (DSA), where he leads the strategy, execution, and growth of intelligence programs supporting the Department of Defense and the Intelligence Community. He partners closely with government customers to modernize data, systems, and workflows that enable faster, more informed operational decisions.

With more than 20 years of experience spanning program leadership, systems integration, and government acquisition, Chris specializes in translating mission needs into executable, scalable solutions. He has led large, multi-agency portfolios exceeding $50 million in value, guiding organizations through complex modernization efforts that deliver measurable gains in security, readiness, and operational effectiveness.

Chris has partnered with customers across U.S. Army Intelligence and Security Command (INSCOM), the Defense Intelligence Agency (DIA), the National Geospatial-Intelligence Agency (NGA), the National Reconnaissance Office (NRO), Naval Air Systems Command (NAVAIR), the Defense Information Systems Agency (DISA), and the Office of the Secretary of Defense (OSD) to advance data-centric architectures, zero-trust security models, and digital workflows that scale across enterprises and extend to the tactical edge. His leadership emphasizes building adaptable, resilient systems that evolve with mission demands rather than locking organizations into static solutions.

He holds a B.S. in Finance, Graduate Certificates in Intelligence Analysis, is a certified Project Management Professional (PMP), and maintains an active TS/SCI clearance.

Wayne Irwin serves as Vice President of DoD Programs at DSA, where he leverages more than forty years of combined military and contractor experience to advance critical initiatives in support of the Warfighter. In his current capacity, Mr. Irwin oversees eight major programs, providing strategic leadership and direction for some of DSA's most longstanding Department of Defense customers.

Wayne's business unit provides comprehensive support to a wide range of mission-critical requirements across the Department of Defense. His team delivers expertise in undergraduate and graduate flight training missions for both the Air Force and Army, as well as Risk Management Framework and Software Assurance Cybersecurity support for Army PEO Enterprise. The unit specializes in knowledge management, Low Code/No Code (LCNC) and collaboration solutions, application development, data analytics, cloud modernization, training and cybersecurity initiatives, and systems engineering supporting the Army PEO Enterprise Military Technical Solutions Office. Additionally, the business unit directs technical support for a critical National Security System to ensure organizational messaging interoperability between DoD services, intelligence communities, non-DoD agencies, and allied nations at the National Gateway Center. His team also provides advanced technical support, software development, cybersecurity, and IT capabilities for the Communications-Electronics Command (CECOM) Software Engineering Center (SEC) Technical Services Directorate Infrastructure Services Division (ISD). Furthermore, the business unit leads efforts in developing and maintaining VCE Tools (including Project Contract Folder and Business Intelligence solutions) for the Army PEO Enterprise Virtual Contracting Enterprise (VCE).

Wayne joined DSA in 2004 as Chief Engineer and Program Manager for the Net-Centric Enterprise Services (NCES), an ACAT IAM acquisition program in the Defense Information Systems Agency. He provided leadership and oversight throughout the program's lifecycle, from pre-Milestone A activities through Milestone C and achieving full operational capability. Wayne was promoted to Director in 2017, followed by advancement to Senior Director in 2024.

Wayne holds a Bachelor of Science degree from Troy State University in Human Resources Management / Personnel Administration.

Fran Pierce began her information technology career with Ford Aerospace where she worked on the design and implementation of a backbone data communications network. She was later employed by the RCA Corporation in the area of communications product development.

Fran joined DSA as a System Design Analyst for a large-scale data switching system. She was promoted to chief engineer and overall technical manager, and then became the Program Manager. She advanced to Vice President and Technical Director, then appointed Executive Vice President and General Manager of the New Jersey Operation. She was Executive Vice President and General Manager of the Washington, D.C. Operation, and became President and Chief Executive Officer in 1991. Fran began serving on the DSA Board of Directors in 1980 and was elected Chairman of the Board in 1991.

Fran is serving her fourth term as a member of the Board of Directors of Chestnut Hill College, where she is a member of the Development and Finance Committees and chairs the Audit Committee. She received the EY Entrepreneur of the Year® 2018 Award in the Services category in the Greater Philadelphia Region, and was a finalist for the award in 2016, 2013, 2006 and 1998. She received the 2018 Vistage Lifetime Achievement Award for the Philadelphia Region.

Under Fran's leadership, DSA became a nine-time winner of the Inc. 500|5000 and was inducted into the Philadelphia 100 Hall of Fame in 2016 as a five-time winner of The Philadelphia 100 award. In 2018, Fran was recognized in the Women Presidents' Organization ranking of the 50 Fastest Growing Women-Owned/Led Companies, and was a 2017 honoree in Philadelphia Business Journal's Most Admired CEO ranking. In 2014, she received the Iris Newman Award from the Alliance of Women Entrepreneurs and New Jersey Tech Council's CEO of the Year – Private Company Award. SmartCEO Magazine honored Fran with a Brava! Women in Business Achievement Award in 2010, and she was recognized in the SmartCEO Circle of Excellence, Future 50, and GovStar programs across multiple years.

Fran was selected as a 2006 Pennsylvania Best 50 Women in Business award winner and, in 2003, as a Woman of Distinction by the Philadelphia Business Journal and the National Association of Women Business Owners. She serves her sixth term on the Board of Directors of The International Eye Foundation, has served on the Rowan University Dean of Engineering's Advisory Council since 2007, and serves on the Center for Community Leadership and Entrepreneurship Advisory Board at Neumann University. In 2013, she received the Women's S&T Leadership award from Strengthening the Mid-Atlantic Region for Tomorrow (SMART).

A past Associate Director of the Armed Forces Communications and Electronics Association (AFCEA), Fran served as president of its Philadelphia Chapter and headed the chapter's efforts to award scholarships to deserving young candidates pursuing a career in communications and security, for which she received the AFCEA Educational Foundation Award. She also served on the Advisory Board of The Secretary of the Army's National Science Center. Her professional memberships span more than two dozen industry, defense, and entrepreneurship organizations including AFCEA, AUSA, NDIA, NACD, the ESOP Association, and Women in Defense.

Fran received a Bachelor of Science degree in Mathematics from Chestnut Hill College and attended graduate school at Temple University.

Roger Salomon is Secretary of the Company, Member of the Board of Directors, and Trustee of ERISA plans for DSA.

With more than 30 years of experience in information technology, Roger Salomon began his career in 1968 with New Jersey Bell Telephone as a computer scientist. Subsequently, he joined ITT Defense Communications Division in Nutley, NJ, where he worked as a software developer for ITT data communications projects, eventually becoming technical lead for a message switch product.

Roger joined DSA in 1971 as a software engineer working on data switching systems for Western Union International in New York City. In the mid to late 1970s, he spent six years in Europe serving as a system architect, consultant, and project manager for DSA customers. Returning to the U.S., Roger was named Program Manager for DSA's international operations. Under his direction, DSA delivered software and IT services for communication systems to Asia, Europe, and North and South America for DSA customers Siemens AG and Philips Telecommunications.

As Senior Vice President, Roger's responsibilities expanded to include such domestic customers as the U.S. Army at Ft. Monmouth. Under Roger's executive management, DSA supported the Program Executive Office Command, Control and Communication (Tactical) (PEO C3T) Knowledge Management program.

Roger holds a Bachelor of Science from Montclair State College.
